Request for Quotation UNFPA-R60-00005-26: Procurement of the Provision of HR Services for the implementation of the UNFPA Asia and the Pacific Regional Office (APRO) Organizational Structuring

NFPA APRO is planning to engage a qualified and experienced HR service provider to support the timely and effective implementation of the updated HR structure, in full compliance with applicable UNFPA policies, rules, regulations, procedures and HR principles. The assignment will support a transparent, fair and well-coordinated transition, including appropriate job matching and alignment of roles, responsibilities and competencies with the approved structure. Particular emphasis will be placed on timely implementation, meaningful engagement and communication with relevant stakeholders, and close coordination with management and staff throughout the process. The implementation approach should ensure that staff are adequately informed, consulted and supported during the transition, with staff wellbeing, dignity, diversity, inclusion and a positive working environment kept at the center of the process, while maintaining business continuity and organizational performance. The service provider will also be expected to identify and manage implementation risks, provide practical tools and advice to management and HR, and contribute to establishing a sustainable structure that strengthens organizational efficiency, accountability and a culture of performance.
