Monitoring implementation and measuring the impact of social and gender norm change interventions is essential. Monitoring and measurement of norm change can help to: i) understand how change happens, including the effects of other interventions on harmful norms that support gender-based violence (GBV) and harmful practices; ii) inform adjustments to enhance the impact of norm change programming; and iii) demonstrate effectiveness. Norm diagnosis can help determine whether GBV or harmful practices are norms, or whether norms are significant drivers of the practice.
